The Opportunity:

The Sector Quality Manager manages the respected project assurance program; analyses the results and supports leadership in creating, implementing, and directing the Continuous Improvement (CI) initiatives based on findings and on emerging business priorities at the Sector level. The incumbent will promote and advocate quality achievement and performance improvement by persuading staff to adopt and incorporate quality methods into their work. The successful candidate will be the main point of contact for staff and leadership for the QMS within the Sector and will effectively communicate, build strong relationships with stakeholders and will support and work with staff to adopt and incorporate quality methods and integrate management processes into their work to reduce risk and improve efficiencies.

What you can expect to do here:

Proposal/Project Work
  • Support business and proposal development by providing responses to Quality-related proposal questions/requirements and RFPs
  • Review awarded contracts for Quality-related items and required project support.
  • Support project managers with development & implementation of project quality plans (PQP) and project execution plans (PEP), as required.
  • Support project teams with contract requirements or quality concerns such as client quality audits, quality NCRs issued by the client.
  • Conduct project-specific project audits and conformance assessments, in accordance with project plans and budgets, identify project NCRs and OFIs and provide support (either WSP or client initiated)
  • Monitor project-specific quality KPIs, if applicable
  • Develop project-specific procedures, instructions, forms, etc.
  • Facilitate project orientations and risk assessment sessions
  • Attend project team meetings, or regular quality one-on-one meetings with PM, as required
  • Support development of project close-out plan, as required
  • Liaise with client counterpart, as required

Quality Management System
  • Implement the National Quality workplan/objectives and develop/implement the Sector Quality workplan
  • Support Sector Certifications such as ISO 9001 and CCIL
  • Represent Sector on National quality team and chair Sector quality team meetings.
  • Monitor Sector Quality KPIs
  • Manage or support the Sector SharePoint and QMS documentation, as required
  • Conduct quality orientation for new team members and staff
  • Attend Operations and Senior Leadership meetings and provide monthly QMS reports..
  • Provide regulatory support as required, such as permit support, maintaining PPMP, internal/external audits, training, communication, etc.

Project Assurance
  • Manage project assurance program for Sector, including conduct audits, assign projects to QNI, produce reports and communicate results to management.

Quality Action Reports (QARs)
  • Monitor and analyze all QARs (NCRs/OFIs) until closure (assign to Responsible Manager, follow up, and report monthly).
  • Support root cause analysis and development of effective action plans.
  • Review and approve action plans and closure of QARs.
  • Identify and investigate QMS non-conformances.
  • Support Net Promoter Score (NPS) program - monthly and annual reporting for NBL

Continuous Improvement
  • Develop/optimize quality tools for corporate applications
  • Maintain lessons learned log


What you'll bring to WSP:
  • 2 years experience in a management role
  • Working knowledge of ISO9001
  • Experience in leading audits
  • Demonstrated experience in establishing positive relationships with internal and external clients.
  • Bilingual in French and English
